When is it appropriate to make a child abuse report (or else act against a perpetrator)

Child abuse is whatever the child perceives as abuse, to the slightest of personal slights. Most of this abuse is legal, with the extreme ends of the spectrum being illegal child abuse and reportable under state child abuse hotlines. In Pennsylvania, PA ChildLine is 1-800-932-0313. Reporting abusers is one issue that is very complex, and is driven by the child's opinion as to what needs to be done. I myself am not a mandated reporter, thus I go my Christian faith for reporting guidelines.

It says in John 7:24 KJV:
Judge not according to the appearance, but judge righteous judgment.

The Greek root word κρινο (Latin: krino) and refers to courtroom judgment as exercised in enforcement of the Law, as done in ancient Hebrew society, with all judgment traditions lifted up. Under the Law, adults are to be presumed innocent until proven guilty, beyond a reasonable doubt, with superficial judgment that sees the evidence at hand, but assumes there is more to the story. It is a judgment that doesn't assume anything about anyone or anything, and strives for no bias apart from objective morality.

The key is to avoid "help" entitlement, meaning wanting to help an individual enough to impose said want on them, helping them without their informed consent. In this case, "help" entitlement refers to antisocial "speakover", which is speaking over what the child wants in a child abuse investigation, in accordance with their age and developmental level. Children, as they get older, have more of a say as to what happens to their case.

It says in Exodus 20:16 KJV:

Thou shalt not bear false witness against thy neighbor.

This commandment is repeated in the New Testament by the Greek root word λοιδορος (Latin: loidoros) and refers to refusal to presume innocence beyond a reasonable doubt, instead of presuming guilt in your neighbor with prejudice beforehand. I do not assume any parents to be near me, in the identified sense. I use the anti-parent system, but I do not interrogate parents unless they give me reason to, and even then, they are guilty of abuse at the end of the line, which makes them guilty of being a parent in the first place beforehand, but only afterhand, but they can be assumed guilty beforehand while assumed the opposite afterhand, meaning if you are a parent, you are a parent who identifies, and you will be damned on the last day, as children's rights has counted you.

When a child accuses a parent of abuse, meaning merely voices any fear to me, I believe them, and presume guilt beyond a reasonable doubt in any adult mentioned, shunning them until the even. The adult who was wrongfully accused must prove an uphill standard that they weren't abusive or that they regretted the abuse, but if I at all think you are being honest and/or are showing improvement, and take responsibility for your life, you are left off the hook. 

When deciding to make a report, I must take into account revictimization, and the child's opinion. The child's opinion is a marker as to whether a report would revictimize the child, or not. I would generally listen to what the child wanted, and at the same time factor in whether a report could actually endanger the child, which is a risk sometimes. Sometimes, the ignorance of the system can revictimize a trauma. The default action is not to report, and when you gather enough evidence to make a report to the secular authorities, meaning the child wants OUT and is, yet, old enough to be informed as to say "no" to making a report, then you can call the hotline or make a report in other ways. Our child welfare system in this country is broken, meaning usually by ignoring cases. There are a ton of cases in most county offices that don't ever even get touched. Many times, mandated reporters have to make several calls in order to get a caseworker out to investigate...Making a report in a hasty manner could be seen as a form of abuse, as in an ideal society, children should be making self-reports. They are not today, but neither is our secular authorities handling these cases well. It is not the fault of the caseworkers, but lack of funding. 

Sometimes, however, saying something is definitely needed. Some abuse is life-threatening, including homes where you might have parents beating a child and then raping them afterwards to "cool their jets". If I caught whiff of that sort of abuse, I would make a report.

I, by default, shun child abusers on grounds of parental entitlement leading to child abuse and dereliction of parental duties of attachment provisions. This means no contact, meaning no contact in terms of speech, presuming innocence beyond a reasonable doubt, with "presume"/"reason to doubt" application. If I have reason to doubt your guilt as a parent, I'll go on that, until I can trust you no more, or else if a child voices distrust in you, in which case you are automatically in the hole.

Some parents will burn, and some will be taken care of by the state. They all blend together. All the same. An angry mob of parents with their pitchforks, demanding rights when they already are coddled by the police and the state, demanding their right to punish children. That's all parents are - an angry mob that wants to oppress children and blame minorities as external threats. No, *I*, pedophile, choose not to harm or abuse your child, now YOU either follow in my footsteps or rot in Hell! The problem isn't that parents shouldn't protect, but that they don't protect children from their own sinful tendencies. Repent, for the Kingdom of Heaven is at hand!
